Dr. Charbel Khoury is a registered Professional Engineer (PE) and Board-Certified Geotechnical Engineer (BC.GE) with over 24 years of experience in geotechnical engineering, geotechnology, and materials testing across Florida, the DC–MD–VA metropolitan area, and New Jersey. He earned a Master’s degree and Ph.D. in Civil Engineering, with an emphasis in Geotechnical Engineering, from the University of Oklahoma.

Dr. Khoury currently serves as the CEO of MK Strata, LLC (MK Strata). Prior to joining MK Strata, he gained experience in both geotechnical design and construction materials services on heavy civil engineering projects with national firms. As a professional geotechnical engineer, Dr. Khoury has extensive expertise in project and contract management—including alternative delivery methods—strategic planning, and innovation. He is responsible for strategic and business planning, financial management, full P&L oversight, business development, client relations, and staff development. Known for his entrepreneurial mindset and strong client relationships, Dr. Khoury is committed to mentoring staff and elevating the firm’s quality standards.

He brings a diverse set of skills and experience from across the country, working on highway and transportation infrastructure, roadway pavement, water and wastewater systems, flood control, energy, power and utilities, environmental restoration, landfills, and other heavy civil infrastructure projects. Dr. Khoury is a registered PE in seven U.S. states and has been active in numerous professional organizations, including the American Society of Civil Engineers (ASCE), Florida Engineering Society (FES/ACEC), American Society of Highway Engineers (ASHE), and the Transportation Research Board (TRB). He served as Chair of the Geo-Institute Maryland Chapter and was a member of two TRB committees.

Dr. Khoury is also a peer reviewer for technical journals and the author of more than 20 peer-reviewed papers in geotechnical and pavement engineering. He is a member of Leadership Tampa Alumni (LTA), where he builds regional relationships, fosters meaningful community engagement, and creates opportunities for collaboration, visibility, and strategic partnerships that drive long-term value and growth for the firm.
