Mr. Moussly is a geotechnical engineer and strategic business development leader with over nine years of experience advising owners and program teams on complex, heavy civil infrastructure projects across Georgia, Florida, and South Carolina. His career spans technical geotechnical consulting, executive leadership, and senior client-facing roles, providing a practical understanding of how risk, cost, schedule, and constructability intersect on major public infrastructure programs.

Throughout his career, Amir has led and supported business development and capture efforts for transportation, water and wastewater, aviation, and other public works programs, working directly with owners, prime consultants, and contractors. He regularly supports clients in defining scope, identifying and managing risk early, and aligning multidisciplinary teams around clear delivery objectives. His strengths include strategic planning, Go No Go and SWOT-based decision support, proposal leadership, subconsultant coordination, and disciplined financial and performance oversight.

From a technical perspective, Mr. Moussly brings extensive experience in geotechnical project management, field investigations, construction quality control, and engineering analysis on complex sites. His background includes pavement and foundation investigations under DOT standards, roadway and bridge-related geotechnical studies, and preparation and review of geotechnical engineering reports that support informed owner decision making. He has supported both design bid build and design build delivery and understands the owner’s expectations around accountability, risk transfer, and performance.
